Disclaimer: That is not an actual abduction, the child is not in danger.  Chris Hansen, back off!  Seriously though, Hurricane Harbor used to – still does? – have an area of the park labeled “Lost Kid’s Corral”  where parents could go pick up lost children.  It seems equally likely that pedophiles could go there to PICK OUT children.  At the time there didn’t seem to be any designated guards to make sure the children were picked out, and there wasn’t any system upon admission into the park where parents and children were marked as belonging to each other.  The entire thing smacked of  “theme park fail”/ “pedophile win”.  I haven’t been to Hurricane Harbor in 7 or 8 years, so hopefully things have changed...
